Administrative Law Research

Resources to help you get started with Administrative law research.

Primary Sources

Primary sources come from or as close to an original source as possible. Original sources can be government agencies, data collected in an experiment, or other "first hand" accounts. When this information is assembled into a citable format, it is a primary source.

Administrative law primary sources consist of:

  • the Federal Register, which publishes new and final rules,
  • the Code of Federal Regulations, the compilation of regulations organized by subject,
  • Agency Decisions and Adjudications,
  • Various documents promulgated by agencies, and 
  • Presidential documents and executive branch materials.

Citing Administrative Materials

  Hierarchy of Administrative and Executive Materials Citations - Bluebook Rule 14.3.2

  (a) Cite to the agency's official reporter.

  (b) If no official reporter is available, cite the official release or slip opinion.

  (c) If no official reporter, official release, or slip opinion are available, cite the providing service (Rule 19) or
  agency website (Rule 18.2).
