Federal Legislative History: Reports

What They Are

Committtee reports are prepared after the committee, to which the bill was referred, has voted in favor of recommending to the full chamber that it pass the bill.

Committtee reports are the most reliable and persuasive indication of legislative intent.

A report contains the most recent version of bill text (reported bill), which has typically been amended (marked up) and approved by the committee.

One of the most useful portions of a committee report is its section-by-section bill analysis.
